I guess you just have to be quite panicky in order to waste so much ammo as to entirely run out.
And you always have melee and kinesis.
Though, yea. You see a big, fairly open room with a few health packs and stuff lying around, and you immediately go "Uh-oh, this can't be good. Wonder what it is this time?"
